Civil Defence Emergency Management (CDEM) Legislation and AELG role

   

CDEM Legislation

 

The Civil Defence Emergency Management Act 2002 will have a major impact on the legislated emergency management requirements for lifeline utilities. The Act moves away from previous legislation focussing on 'response' and towards more comprehensive and integrated emergency management planning.

AELG role in CDEM Groups

 

The following relationship between CDEM Groups and AELG has been endorsed
by AELG and CEG.

  1. The AELG is an independent, voluntary group of lifeline utilities.
  2. The AELG is the lifeline coordinator for CDEM activities and is a full
    member of CEG.
  3. CEG encourages all lifeline utilities to participate in AELG as the
    most effective mechanism for fulfilling CDEM Act obligations to participate
    in regional CDEM planning.
  4. The links between local authorities, CDEM groups and lifelines
    utilities for operational purposes (response and recovery activities) have
    not yet been developed. While AELG may facilitate the development of these
    links, the group itself does not intend to take an operational role.
  5. CEG may need to make direct contact with lifeline utilities from time
    to time, for example during establishment phase, in establishing
    'operational' links, and in seeking inputs from utilities who will not
    participate in AELG activities.
  6. The relationship is evolving and AELG and CEG retain the right to
    review the relationship at any time.
  7. The AELG will continue to seek funding on a voluntary basis but will
    monitor additional resource requirements imposed by taking on additional
    CDEM roles (additional funding from new AELG members may cover these
    requirements).
  8. The AELG will review their structure, constitution and membership
    taking into consideration their role as lifeline coordinator for CDEM
    activities.
  9. Prior to the establishment of CDEM budgets each year, CEG and AELG
    will co-ordinate annual work programmes to ensure a collaborative approach
    on projects with joint funding and/or participation.
